LEAP offers free Home Energy Visits or in depth advice calls to people who are vulnerable to living in a cold home.
One of our friendly expert energy advisors provide support including:
- Installing simple measures such as radiator panels, LED light bulbs, draughtproofing for doors, windows and letterboxes, cylinder jackets, chimney balloons and TV standby savers
- Providing energy efficiency advice and training on the use of heating controls
- Identifying the need for larger energy efficiency measures and seeking funding
- Fully funded boilers are available to eligible home owners with a broken gas boiler through the “LEAP Boiler Scheme“.
- Fully funded white goods are available through the “LEAP Appliance Scheme“, during the winter months while funding lasts.
- Referring for income maximisation support (e.g. benefits maximisation and support with debt).
The scheme is open to all types of householders – homeowners, private renters and social housing tenants across Merseyside and Cheshire.

Anyone receiving one of the following:
- Income-related Employment and Support Allowance
- Contribution-based Employment and Support Allowance
- Income-based Jobseeker’s Allowance
- Income Support
- Pension Guarantee Credit
- Pension Savings Credit
- Child Tax Credit / Working Tax Credit
- Universal Credit
- Housing Benefit
- Council Tax Reductions
- A Disability Benefit (Incl. Attendance Allowance, Carer’s Allowance DLA, PIP, Severe Disablement Allowance)
- Industrial Injuries Disablement Benefit
Or:
- Total annual household income less than £31,000
